What is ISRA?

New Jersey’s Industrial Site Recovery Act (ISRA)—formerly the Environmental Cleanup Responsibility Act (ECRA)—requires certain industrial facilities to complete environmental investigation and, if necessary, remediation before a property can close, be sold, or transfer operations.

ISRA is typically triggered by events such as:

  • Business sales or mergers

  • Facility shutdowns or bankruptcies

  • Property sales or lease terminations

The law applies to facilities with specific NAICS codes and those engaged in operations involving hazardous substances. Compliance is overseen by both the New Jersey Department of Environmental Protection (NJDEP) and a Licensed Site Remediation Professional (LSRP).

How SRRA Changed the Process

With the passage of the Site Remediation Reform Act (SRRA), New Jersey established a licensed-professional model for overseeing cleanups. Responsible parties are now required to hire an LSRP to direct all phases of the investigation and remediation process. SRRA eliminated the voluntary cleanup program and replaced it with a clear, affirmative obligation to remediate discharges in a timely and compliant manner.
