TSCA
RCC provides comprehensive support for projects regulated under the Toxic Substances Control Act (TSCA), including assessment, management, removal, and disposal of PCB-containing materials in soils, building systems, ship components, and industrial equipment. TSCA compliance efforts begin with site characterization and sampling to determine PCB concentrations, regulatory classifications, and applicable disposal pathways.
RCC prepares TSCA Work Plans, Self-Implementing Cleanup Notifications, and Risk-Based Submittals, manages coordination with EPA, and oversees field implementation to ensure that all activities meet federal requirements. Field services may include PCB soil excavation, targeted demolition, encapsulation or containment, decontamination, confirmatory sampling, and manifesting and transport to permitted TSCA disposal facilities.
RCC has extensive experience supporting large-scale TSCA programs, including marine vessel decommissioning, artificial reef preparation, industrial site closures, facility cleanouts, and redevelopment projects where PCB impacts must be addressed prior to transfer or construction. Our approach emphasizes defensible data, clear documentation, and regulatory efficiency to minimize delays, liability, and cost to the client.
